Techjar 797d0b7b1b VI: Implement post-scanout XFB output
This adds about a frame of latency, and since most games don't change
VI registers during scanout, we can get away with outputting the XFB at
the start of scanout. WWE Crush Hour is the (only currently known)
exception, which has flickering problems when doing it this way.

This adds a path to perform the output at the end of scanout, and gates
it behind an option which defaults to using the latency-reducing
pre-scanout path.

SPDX standardizes how source code conveys its copyright and licensing
information. See https://spdx.github.io/spdx-spec/1-rationale/ . SPDX
tags are adopted in many large projects, including things like the Linux
kernel.

VideoCommon: Get rid of the global g_available_video_backends
Replace it with a function-local static that is initialized on first
use. This gets rid of a global variable and removes the need for
manual initialization in UICommon.

This commit also replaces the weird find_if that looks for a non-null
unique_ptr with a simple "is vector empty" check considering that
none of the pointers can be null by construction.

JosJuice 6eefc3c524 Make default graphics backend not show up as empty
Fixes https://bugs.dolphin-emu.org/issues/12245.

I considered making a change to DolphinQt instead of
the core, but then additional effort would've been
required to add the same fix to the Android GUI once
we start using the new config system there.

Stenzek 93923e2b29 Don't fill backend info when core is running
The current approach results in the UI thread creating a graphics device
whilst the core is running, leading to races on function pointers, and
potentially crashing.

Lioncash ba94ffd51d VideoBackendBase: Include parameter names in member function declarations
Given this is a base class, we should clearly state what the parameters
to the functions in its exposed interface actually mean or represent.
This avoids needing to hunt for the definition of the functions in cpp
files.

While we're at it, normalize said parameter names so they follow our
naming guidelines.

Stenzek c790077c13 VideoBackend: Remove PeekMessages method
The video thread and backend no longer create any windows, therefore
there will never be any messages dispatched to their thread.

degasus 3787af9ee9 CommandProcessor: Limit scope of ugly SCPFifoStruct.
It's only used as an interface between two classes. So no need to declare
it in the backend export header.

Scott Mansell 35566316ed XFB: Send image to screen at start of field.
This is much more accurate to the hardware, and saves around 16ms
of latency.

degasus d31bed8b79 Fifo: Rewrite SyncGpu
The new implementation has 3 options:
 SyncGpuMaxDistance
 SyncGpuMinDistance
 SyncGpuOverclock

The MaxDistance controlls how many CPU cycles the CPU is allowed to be in front
of the GPU. Too low values will slow down extremly, too high values are as
unsynchronized and half of the games will crash.
The -MinDistance (negative) set how many cycles the GPU is allowed to be in
front of the CPU. As we are used to emulate an infinitiv fast GPU, this may be
set to any high (negative) number.

The last parameter is to hack a faster (>1.0) or slower(<1.0) GPU. As we don't
emulate GPU timing very well (eg skip the timings of the pixel stage completely),
an overclock factor of ~0.5 is often much more accurate than 1.0

comex 3a2048ea57 Add a central variable g_want_determinism which controls whether to try to make things deterministic.
It now affects the GPU determinism mode as well as some miscellaneous
things that were calling IsNetPlayRunning.  Probably incomplete.

Notably, this can change while paused, if the user starts recording a
movie.  The movie code appears to have been missing locking between
setting g_playMode and doing other things, which probably had a small
chance of causing crashes or even desynced movies; fix that with
PauseAndLock.

The next commit will add a hidden config variable to override GPU
determinism mode.

Jasper St. Pierre 63f1a16969 Core: Remove UpdateFPSDisplay
This is effectively unused, as the window handles that we pass to the
GLInterface are window handles for the frame which isn't ever a real
toplevel window. Host_UpdateTitle is what actually sets the proper title
on the render window.

Jasper St. Pierre 7ca8d8dfc7 Core: Don't pass through a reference to the window handle
Now that MainNoGUI is properly architected and GLX doesn't need to
sometimes craft its own windows sometimes which we have to thread back
into MainNoGUI, we don't need to thread the window handle that GLX
creates at all.

This removes the reference to pass back here, and the g_pWindowHandle
always be the same as the window returned by Host_GetRenderHandle().

A future cleanup could remove g_pWindowHandle entirely.
