For a long time now, we've had a problem where game INIs persist in
the copied Sys folder if they've been deleted from the original Sys
folder. (I still have hundreds of game INIs locally that only set
EmulationStateId, and we removed those game INIs 6 years ago. On the
buildbot, we do occasionally clear out the build directories manually,
so I'd assume it's not quite as bad there.)
This commit fixes the problem by deleting the output Sys folder before
copying the original Sys folder to the output Sys folder. This should be
a bit slower, but in my testing, the difference seems small. At least if
you have an SSD, which I really hope people have nowadays!
Operating systems other than Windows have not been touched, because:
* Android: Already explicitly deletes the output Sys folder.
* macOS: Does some magic to put the Sys folder in the app bundle, which I
will simply assume isn't affected by this problem, without testing.
* Linux: Expects the person building to manually manage the Sys folder.
AchievementBox is an extension of QGroupBox that contains the data for a single achievement, initialized with the achievement data and able to reference AchievementManager to update itself.
This widget will be used in several places to notify the player that a feature has been disabled because hardcore mode is on. It includes a button to open the Achievement Settings so that Hardcore Mode may be turned off. Also included is the framework required to open AchievementsWindow specifically on the Settings tab.
A new tab is added to the Achievements dialog to chart out the leaderboards in a table. Each row of the table contains the leaderboard information and up to four relevant entries, varying based on how many entries are in the leaderboard, whether or not the player has a submitted score, and where in the leaderboard the player's score is.
This widget is a tab in the AchievementsWindow that displays the player's current achievement progress: which achievements are locked or unlocked, and the progress of achievements that have progress metrics.
This widget displays a header on the AchievementsWindow dialog above the tabs that shows the currently logged in user (if there is one) and the game they are playing (if there is one).
AchievementSettingsWidget is a dialog widget in AchievementsWindow for handling RetroAchievements settings in the user interface. This class contains the physical layout, widget connections, load/save functions and button responses. AchievementsWindow now has a tabbed list that this is inserted into; other tabs will be in a later pull request.
AchievementsWindow is the dialog box that will eventually contain the settings and progress data for RetroAchievements on Dolphin. This adds the barebones dialog, and connects it to MainWindow's MenuBar.
Adds two new hotkeys to open the menus for emulated USB devices- Skylanders Portal of Power and the Infinity Base. (Hotkeys only active when game is running).
Portal menu: Default is <Ctrl+P>.

The old tooltip description box used GraphicsWidget to provide shared
code to the Graphics config panes for adding descriptions to their
settings.
The description box has been replaced by BalloonTips and serves no
further purpose, so remove it and have the Graphics panes derive from
QWidget instead.
GraphicsInteger is used by the panes in the Graphics config window to
create spin boxes that change their associated config setting, and
update their own state when something else changes the config setting.
Despite its current name nothing about this class is particular to the
Graphics window, so renaming it to ConfigInteger better reflects its
purpose. This should also make it less confusing when ConfigIntegers
are added to other config windows.
GraphicsSlider is used by the panes in the Graphics config window to
create sliders that change their associated config setting, and update
their own state when something else changes the config setting.

Graphics window, so renaming it to ConfigSlider better reflects its
purpose. This should also make it less confusing when ConfigSliders are
added to other config panes.

Adds the rcheevos library from RetroAchievements to the Dolphin Externals as a submodule. Change was verified to import correctly and build both via Visual Studio and via cmake ninja.
This gets rid of a blocking operation, improving performance and fixing
https://bugs.dolphin-emu.org/issues/12893.
This also makes us no longer directly access the state of certain UI
elements from the CPU thread, which probably wasn't thread-safe but
doesn't seem to have caused any observable issues so far.

When emulated GBAs were added to Dolphin, it was possible to control them
using the GC TAS input window. (Z was mapped to Select.) Unaware of this,
I broke the functionality in b296248.
To make it possible to control emulated GBAs using TAS input again,
I'm adding a proper TAS input window for GBAs, with a real Select button
and no analog controls.
* moves dolphin-specific settings out of Base.props
* creates exports.props for externals, allowing to easily import
individual Externals
* corrects some cruft that accumulated and probably contributed
to msbuild overbuilding
