Convert Tools to use NewUpdate and remove legacy methods ( #1976 )

* ToolForm - add General type, remove UpdateValues from IToolForm and start refactoring to NewUpdate, a lot of things are broken
* remove boilerplate Update methods from tool dialogs that do not need them
* convert more tools
* update more tools to use NewUpdate

* set up fast update in some tools

increase threshold of opentk gamepad (and joystick) analog -> dpad conversion. previously 12% wasn't even enough for an ANALOG DEADZONE (my joystick idles outside that range routinely), let alone a firm direction press. The old xinput gamepad threshold for this was ~60% so I made opentk match it
