RSP_ACCUM needs to be written to before RSP_Vect. Also optimized the
code for writing to RSP_ACCUM.

The issue is that it was writing to RSP_Vect before writing to
accumulator. Also removed minor overhead, since Recp.UHW[0] always = 0.
