John Peterson 2a94635523 OpenGL: Added option to build without WxWidgets in Windows to, if it has anything to do with the FreeLibrary() hanging. It doesn't seem to do, but now it's easier to compile without it at least.

PluginPAD.cpp nJoy: Readded some fixes to nJoy (Notice: these changes have nothing to do with the argument earlier. These are only for fixing nJoy (point one and three in the 1991 revision)). This is necessary because there is no common way of treating the IR pointer positions.
