This implements the GameCube modem adapter. This implementation is stable but not perfect; it drops frames if the receive FIFO length is exceeded. This is probably due to the unimplemented interrupt mentioned in the comments. If the tapserver end of the connection is aware of this limitation, it's easily circumvented by lowering the MTU of the link, but ideally this wouldn't be necessary.
This has been tested with a couple of different versions of Phantasy Star Online, including Episodes 1 & 2 Trial Edition. The Trial Edition is the only version of the game that supports the Modem Adapter and not the Broadband Adapter, which is what made this commit necessary in the first place.
This expands the tapserver BBA interface to be available on all platforms. tapserver itself is still macOS-only, but newserv (the PSO server) is not, and it can directly accept local and remote tapserver connections as well. This makes the tapserver interface potentially useful on all platforms.
Previously, if you have "Hotkeys Require Window Focus" disabled, you could repeatedly use the "Open" hotkey, for example, to stack File Open windows over top of each other over and over.
This commit allows the hotkey manager to disable/enable on QFileDialog creation and destruction.

TunTap has recently become unmaintained, and it seems Apple wants developers to move away from kexts in general. TunTap currently takes some finagling to work on Catalina, and it may not work at all on Big Sur, necessitating a non-kext-based solution. Fortunately, fake Ethernet devices were introduced in Sierra and can be used similarly to tap adapters. This commit adds a new type of BBA interface implementation which uses fake Ethernet devices via tapserver (https://github.com/fuzziqersoftware/tapserver) to communicate with the host. This implementation was tested with PSO Episodes I & II, which can successfully connect to a private server running locally.
This implementation is only available on macOS, since that's the only place it's needed - Windows/Linux/Unix are unaffected by TunTap being deprecated.
This new setting is like Override Language on NTSC Games, except
instead of only applying to the GameCube language setting,
it also applies to the Wii language setting.

QStringLiterals generate a buffer so that during runtime there's very
little cost to constructing a QString. However, this also means that
duplicated strings cannot be optimized out into a single entry that gets
referenced everywhere, taking up space in the binary.
Rather than use QStringLiteral(""), we can just use QString{} (the
default constructor) to signify the empty string. This gets rid of an
unnecessary string buffer from being created, saving a tiny bit of
space.
While we're at it, we can just use the character overloads of particular
functions when they're available instead of using a QString overload.
The characters in this case are Latin-1 to begin with, so we can just
specify the characters as QLatin1Char instances to use those overloads.
These will automatically convert to QChar if needed, so this is safe.
Most settings which affect determinism will now be synced on NetPlay.
Additionally, there's a strict sync mode which will sync various
enhancements to prevent desync in games that use EFB reads.
This also adds a check for all players having the IPL.bin file, and
doesn't load it for anyone if someone is missing it. This prevents
desyncs caused by mismatched system fonts.
Additionally, the NetPlay window was getting too wide with checkboxes,
so FlowLayout has been introduced to make the checkboxes take up
multiple rows dynamically. However, there's some minor vertical
centering issues I haven't been able to solve, but it's better than a
ridiculously wide window.
