treewide: convert GPLv2+ license info to SPDX tags
SPDX standardizes how source code conveys its copyright and licensing
information. See https://spdx.github.io/spdx-spec/1-rationale/ . SPDX
tags are adopted in many large projects, including things like the Linux
kernel.

Stenzek 43fe02ee9b GLContext: Get size using eglQuerySurface()
Also no longer assumes that a nullptr display is not headless (needed for fbdev)

Stenzek 025e909773 GLContext: Use destructor instead of Shutdown() to cleanup
Also uses the Initialize() method to make the context current.
