treewide: convert GPLv2+ license info to SPDX tags
SPDX standardizes how source code conveys its copyright and licensing
information. See https://spdx.github.io/spdx-spec/1-rationale/ . SPDX
tags are adopted in many large projects, including things like the Linux
kernel.

Filoppi e020b2e8ea Common: don't call OnConfigChanged() unless it has actually changed
DualShock UDP Client is the only place in the code that assumed OnConfigChanged()
is called at least once on startup or it won't load up the setting, so I took care of that

JosJuice 5978550b2f Android: Fix in-game settings changes not getting saved
EmulationActivity has an instance of Settings. If you go to
SettingsActivity from EmulationActivity and change some settings,
the changes get saved to disk, but EmulationActivity's Settings
instance still contains the old settings in its map of all
settings (assuming the EmulationActivity was not killed by the
system to save memory). Then, once you're done playing your
game and exit EmulationActivity, EmulationActivity calls
Settings.saveSettings. This call to saveSettings first overwrites
the entire INI file with its map of all settings (which is
outdated) in order to save any legacy settings that have changed
(which they haven't, since the GUI doesn't let you change legacy
settings while a game is running). Then, it asks the new config
system to write the most up-to-date values available for non-legacy
settings, which should make all the settings be up-to-date again.
The problem here is that the new config system would skip writing
to disk if no settings changes had been made since the last time
we asked it to write to disk (i.e. since SettingsActivity exited).

NB: Calling Settings.loadSettings in EmulationActivity.onResume
is not a working solution. I assume this is because
SettingsActivity saves its settings in onStop and not onPause.

Léo Lam 83324fe77d StringUtil: Remove ValueToString(std::string)
Doesn't make a lot of sense to have a function that gives the string
representation for a string.

Léo Lam fc0193c4b1 Move Config ValueToString to StringUtil
An identical implementation is used by IniFile, so move those functions
to StringUtil. A future commit will modify IniFile to use them.

Léo Lam 6763a3fce1 Config: Add support for enums
This makes it possible to use enums as the config type.
Default values are now clearer and there's no need for casts
when calling Config::Get/Set anymore.

In order to add support for enums, the common code was updated to
handle enums by using the underlying type when loading/saving settings.

A copy constructor is also provided for conversions from
`ConfigInfo<Enum>` to `ConfigInfo<underlying_type<Enum>>`
so that enum settings can still easily work with code that doesn't care
about the actual enum values (like Graphics{Choice,Radio} in DolphinQt2
which only treat the setting as an integer).

Léo Lam 7dca7c237e Config: Fix template deduction for implicit conversions
This excludes the second argument from template deduction.

Otherwise, it is required to manually cast the second argument to
the ConfigInfo type (because implicit conversions won't work).

e.g. to set the value for a ConfigInfo<std::string> from a string
literal, you'd need a ugly `std::string("yourstring")`.

MerryMage 4c24629b95 Config: Flatten structures
Originally, Layer contained a std::map of Sections, which containted a std::map
containing the (key, value) pairs. Here we flattern this structure so that only
one std::map is required, reducing the number of indirections required and
vastly simplifying the code.

Léo Lam 940cc843ed Config: Fix Movie config loading/saving
* Add missing Language setting loading/saving. This was added after the
  original OnionConfig PR, which is why support for it was missing.

* Change MovieConfigLoader to reuse ConfigInfos. Less duplication.

* Extract MovieConfigLoader::Save into SaveToDTM. The DTM should use
  the current config and not just the movie layer. This makes more
  sense than just saving the movie layer, which may not always exist,
  and also fixes a crash that would happen when creating a new
  recording because the movie layer wouldn't exist in that case.

  (Plus, having to get the loader from the layer and call ChangeDTM
  on it manually is not very pretty.)
