Cleanup and Update N64 Virtual Console INIs This Pull Request updates N64 INIs based on what I know about various behaviors since the last time we updated it. This should result in more sane settings for Mario Tennis and Super Smash Bros. while still preventing the out of memory crash due to the tremendous amounts of EFB copies.

Normalize all Game INI files Add a simple Python script that does a basic normalization on the game INI files and run it across all the files we have. This normalizes the sections, their order and comments, and the whitespace within them. It also removes the sections Video_Hardware, Gecko, and Wii, which should not be in the game INI files we ship by default.

GameINI: NAC Legend of Zelda: Ocarina of Time VC Set EFBtoTextures=False, fixes issue #9942, makes Link preview visible in Equipment screen, with EFB to Textures Only enabled the preview stays black, rather than showing Link's current equipment.
