The license is the 'GNU General Public License v2.0 or later',
not 'and':

  the License, or (at your option) any later version.

Fix the license comment.

Zoltán Baldaszti 67d80321f2 hw/intc/bcm2836_control: Implement local timer 
The BCM2836 control logic module includes a simple
"local timer" which is a programmable down-counter that
can generates an interrupt. Implement this functionality.

Andrew Baumann cc28296d82 bcm2836_control: add bcm2836 ARM control logic 
This module is specific to the bcm2836 (Pi2). It implements the top
level interrupt controller, and mailboxes used for inter-processor
synchronisation.
