target/arm: Use TRANS_FEAT for gen_gvec_ool_arg_zzxz

Convert SVE translation functions directly using
gen_gvec_ool_arg_zzxz to TRANS_FEAT.  Also include
BFDOT_zzxz, which was using gen_gvec_ool_zzzz.
