target/arm: Reduce arm_v7m_mmu_idx_[all/for_secstate_and_priv]() scope

arm_v7m_mmu_idx_all() and arm_v7m_mmu_idx_for_secstate_and_priv()
are only used for system emulation in m_helper.c.
Move the definitions to avoid prototype forward declarations.
