qapi: Delete largely misleading "Stability Considerations"
Documentation section "Stability Considerations" dates back to the
early days of QMP (commit 82a56f0d83
(Monitor: Introduce the
qmp-commands.hx file)). It became largely misleading years ago.
Delete it.
