[Build] Improve the TRANSLATIONS_ONLY build speed

* Move CMake dependencies checkout to `cmake/Dependencies.cmake`.
* Disable most dependencies checkout from the `TRANSLATIONS_ONLY` build.
* Remove the debug/translations_only GitHub Action.
