Make DelaySI Configurable and add/update RDB defaults for the games that will benefit (#2494)

* Make DelaySI Configurable

make EOF consistent

language update, make control spacing consistent

* update all languages to add semicolon

* Update RDB Info.txt

* Correct manifest wanings
