Update Let's Go moves to their Gen 8 functionality
This primarily just affects Zippy Zap, as it loses its always crit attribute for an evasion increase (Associated localization strings will need updating). Also implemented Sparkly Swirl's status curing attribute. Also included is a wild evolution delay for some stone evolution Pokémon that was previously overlooked.
