I found it might be useful for looking into issues at certain cases
where users provide a screenshot covering the titlebar, so we can easily
identify which video mode is being used.
Especially useful for looking into PCRTC issues.
Previously, the seconds variable of the RTC was updated on progressive modes after every 50 Vsyncs, which was obviously wrong. The code has been adjusted to update the RTC with respect to the vertical frequencies of various other video modes.
No functional changes done, the current commit helps us to pass vertical frequency values of individual video modes to GUI code for accurate percentage calculation on titlebar. (which is done on the succeeding commit)
* Writes via 16 and 8 bit ops now use 32-bit read/modify/write operations by default; which should enable nearly complete support for all such operations (instead of the formerly spotty coverage before).
* Eliminated almost all former 8/16-bit specific register operations. All code shares the same 32 bit handlers now.
* Completely revamped the developer trace logs for hardware registers! *ALL* registers are logged now, complete with address, name, and value being read/written (and nicely formatted!).
* Handlers are now fully page-based using templated functions (minor speedup)

Emitter: Added Rm/RmOffset forms for AND32 - Untested. I'm pretty sure they're valid instructions but I could be wrong.

Since backwards compat of savestates got totally broken a few revisions ago anyway, I decided to take this opportunity to revamp the savestate system with some significant cleanups (yes it loses all backward compat once again). Improvements include:
* Reduced state size by removing some unneeded data (faster saves now too!)
* Added string tags to varios "sections" of the states to assist in troubleshooting and retaining savestate compat in future versions.
* Better error handling and fewer memory leaks.
* Removed some unused/obsolete data from psxRegs, Counters, and psxCounters structures.
* Removed all old savestate versioning code, since none of the old versions are supported anymore anyways.

Added FreezeMMXRegs to SPU2async in IopDma, which is callable directly from the recompilers.
SPU2-X: Fixed another reverb bug, this one put too much reverb on voices and sndfx.
