Subject: [PATCH] GameDB: Re-enable the Neo Contra IPU patch on the EE and USA
 versions as they were in 1.0.0, seems it still needs it.  Removed the True
 Crime EE Timing Fix, apparently it doesn't need it! Software mode and SuperVU
 is enough.
