cmake: set default CMAKE_OSX_DEPLOYMENT_TARGET before project()

project() appears to set it to an empty string (the value of nonexistent
$ENV{MACOSX_DEPLOYMENT_TARGET}?), causing our attempt to set its default
to fail. CMake bug?
