added cheats to phantasy star online ep1&2 and 3. one is a cheat that disables the nagging from pso that the save is corrupt cause it comes from a different memory card. the other cheat is a cheat needed by some (random?) copies of ep3 to go online on private servers (they use a different port)

Part 2: A lot of updates for the new video config, mainly games that needed Safe texture cache. Some other updates and additions too. A bit more work is left.
