Refactors pt4 (#12126) 
* Cleanups:
- menu_driver_set_id - don't pass p_rarch to function
- Ozone: call ozone_list_cache directly instead of going through
wrapper function in retroarch.c that then calls ozone_list_cache
- Some other cleanups, non-functional

* (Menu) Replace calls to menu_driver_list_cache inside retroarch.c
