Themaister f3ca37cb2b Always use NULL shader is shader_enable is false.
RARCH_CONSOLE sets true as default. Update the config
if shader_enable is false.

Themaister e114b71dcb Don't use VAO in libretro-test-gl.
Forces RetroArch to use VAOs, VBOs and all that stuff as well.
