Memory Leak Fix
* Allow loading files from archive subdirectory
Common example is "games.7z#game1/version1.ext" current code assumes that
everything that is before last slash is part of filesystem directory which
is false in this case.
* Fix listing of archive subdirectories
Currently file_archive_get_file_list_cb returns 0 on skipped entries.
It's wrong as calling convention for it is "0 means to stop iterating".
So on first extensionless file or an explicitly listed directory
further listing has stopped
* make check for standard io by access rather than the just assuming based on path string
* add code to auto permissions so files can be accessed by non vfs cores
(no exfat or fat32 support yet)
* remove commit from macro because apparently it causes issues

- save texture paths in relative format as well
- always write portable relative paths on Windows using '/' instead of '\'
- remove an ancient piece of code that could sometimes fail loading relative paths
- fix absolute path handling between different drives for Windows
- integrate video_shader_resolve_relative() into video_shader_parse_* functions
- Disable VFS for now - seems to be very problematic right now
- Move uwp_is_path_accessible_using_standard_io to file_path.c
since it seems to have no VFS dependencies, and rename it to
is_path_accessible_using_standard_io so it could possibly be later
used for other platforms as well that also have sandboxed filesystems
Also fixes a crash on startup with '--disable-rgui'.

My previous patch sometimes generated double slashes. All of these
problems are because the original version of this function assumed that
the app path always ends with a slash and the home path never does,
which is not true on UWP (they both have a slash)
