revert f79b7e5 , fixes multi disk bundler. This works on Windows, maybe linux needs a different implementation, but GetRelativePath appears tailored to Windows and had been working fine the original way.

Fix false positives, non-.tar flagged as .tar, from SharpCompress

Technically, the magic bytes are only found in modern revisions of the format,
but I'd say >99.9% of .tar archives we'll encounter are made with either
libarchive's bsdtar or GNU Tar.
