alyosha-tas f86e00f925 PCE: only latch Y-scroll once per scanline after an offset.
The latching behaviour is correct, but I'm unsure of what the offset value should be.

Fix initial size in PCE.

Still a little off (4 pixels ) because it autoresizes and it really should probably be completely rewritten, but at least it's much less jarring now.
